제주올레 2012 월드트레일 컨퍼런스
이날 행사의 풍경은 모든 맛이 다 우러나는 생선찌게 같았다. 한 참석자는 컨퍼런스에 모인 사람들을 보면서 이렇게 표현했다. “정말 좋은 생각이고 우리는 열정적으로 응원해요,” European Ramblers Association에서 온 ‘리즈 니얼슨’이 말했다.
호주 Cape to Cape Track에서 온 ‘마크 데레인’은 “우리는 이 일이 활성화 될 수 있도록 하는 책임이 있어요.” 라고 더욱 진지하게 말했다. 그렇지만 그 책임감과 좋은 생각을 실용할 수 있는 것으로 바꾸는 것은 다소 어려웠다. 열정적인 토론을 하는 동안 계속 반복되는 주제는 이 일을 시작할 대책 위원회를 만들자는 것 이었다.
“위원회에 규칙들이 뭐예요?” 자원봉사자 교환 프로그램을 도울 수 있는 자금 모금에 대해 토론하기 전에 Appalachian Trail Conservancy의 ‘로라 벨레빌’이 물었다. 다른 참석자들은 지역과 대륙 네트워크가 세계 네트워크보다 더 필요하다고 강조했다.
그러나 이탈리아 Cinque Terre National Park에서 온 ‘메터오 페론’박사는 이것은 올바른 방법이 아니라고 했다. “어떤 위원회든 지역이 아니라 특별한 토픽에 대한 업무에 의해 결성돼야 한다.”고 강조했다.
비록 뭔가 특별한 것이 일어나고 있음을 인지할 수 있었지만 할당된 시간 안에 의견 일치를 보는 것은 정말 어려웠다. 터키의 Culture Routes Society Turkey에서 온 ‘케이트 클로우’는 위원회로부터 더 많은 정보와 안내를 받아야 한다고 했다.
“우리는 0에서 시작했어요. 인지도도 자금도 없었어요. 마을들은 죽어가고 땅들의 사용용도도 변화되고 있다.”고 말하고, “터키 트레일은 유럽이나, 미국, 동서아시아의 부유한 사람들만이 이용하는 이를테면 터키 사람들은 이용하지 않고 외국인만 이용한다”고 터키 트레일의 현실 정에 대해 말했다.
우간다 야생생물 당국에서 온 ‘레이몬드 에그너’씨는 우간다에 관광객은 오지만 아무도 걷고 싶어 하지 않는다고 말했다. 매년 한 번씩 이 컨퍼런스가 열린다. 그래서 다들 다음 단계를 알고 싶어 했다.
“그럼 그 사이에는 무슨 일을 하죠?” 네팔 The Great Himalaya Trail의 대표가 질문했다.
생선찌게 아래 불은 이제 활활 타고 있었다. 아직 어떤 맛이 될지 결정 되지 않았다.

“There needs to be the communication now. Instead of just talking about a world trail network. Tasked based things we can follow on from this. Even if each trail creates a link from their web site to another's web site... just creating links... starts that connection.”

“We can share our time and experience with people via emails or over the web. We've produced quality standard documents and management plans. We're willing to share so if there was a way of putting those into somewhere on the web.”

“The fact that they only started trails five years ago[Jeju Olle]... They're way behind us, but they're working at it. They've got more political problems than we have. Our political problems happened 70 or 80 years ago."

3.케이트 클로우 Kate Clow Culture Routes Society Turkey
“At the moment it is fire-fighting quite honestly. We've got 17 trails, one permanent employee and a whole host of problems to do with loss of trails to things like dams, mining, new roads, and so on. We have no funds and I mean no funds. The only income we have is from book sales.”
"트레일은 상업적으로 정당화 되어야 합니다. 트레일의 상업적 정당성은 있어야 합니다. 돈이 없이 트레일이 살아남을 수 있는 방법은 없습니다. 트레일들은 사람들의 건강이나 지구 온난화의 가이드를 위한 방법이 아닙니다."
“Trails have to be commercially justified. There has to be a commercial justification for a trail. There is no other way a trail can survive unfortunately. They are not nice to have as an environmental luxury. They are not a way of improving people's health or a guide to global warming.”
Establishing a World Trail Network

It's just like a fish stew where all the flavors get together.
That is how one 2012 World Trail Conference attendee characterized a conference room frothing with 44 trail associations spanning 18 different countries meeting to discuss the establishment of a World Trail Network on Oct. 30 at Jeju's International Convention Center.
“It's a brilliant idea... and we strongly support [it],” said Liz Nielsen of the European Ramblers Association.
For Mark Delane from Cape to Cape Track in Australia it was serious.
“We have a responsibility to make this work,” he said.
However, turning that responsibility and brilliant idea into something servable proved somewhat more difficult. A reoccurring theme during a passionate discussion was creating a committee to get things cooking.
“What are the mechanics?” asked Laura Belleville of Appalachian Trail Conservancy before moving on to suggest funding resources to support volunteer exchanges.
Others stressed the need for a regional continent-based network first before something spanning the world was created.
Yet for Dr. Matteo Perrone of Cinque Terre National Park in Italy, this wasn't the right way to go about it all. “[Any committee] should be organized more by tasks on a specific topic, not just regions,” he argued.
Striking a consensus within the room as the allotted session time ticked down seemed increasingly difficult even though there was awareness something special was taking place.
Despite calls that all trails faced similar issues, it became apparent that a large disparity did in fact exist between them.
Kate Clow, of Culture Routes Society Turkey, expressed her desire for more information and guidance from any committee. “We're starting from a zero-base,” she said of her work in Turkey. “There is no legal recognition or funding... villages are dying and land use [in Turkey] has changed.”
Clow also said her trail was for rich European, American, and East-Asian tourists. “Turks don't walk the trails, foreigners do.”
Raymond Engena of Uganda Wildlife Authority said he had visitors coming to his country “but no one wants to walk.” With the conference happening only once a year other trails were eager to know concrete next steps.
“What happens in-between?” a representative from The Great Himalaya Trail in Nepal questioned. The fire under the fish stew was burning yet they were still deciding which flavors would get together.
